Procurement

Procurement system can be considered as one of the most complex, most sensitive and most responsible procedures conducted by an organization. Even the slightest operational error can lead to a cancellation of a procurement order, which can consequently cause long-term project/activity obstruction or fully disable realization of the project/ activity in the current budget year.
The Public Procurement Act was passed on 3rd November 2007 and announced publicly in “Official Gazette” No. 110/07 and entered into force on 1st January 2008.
 
The Law on Public Procurement defines public procurement procedures of all values, authority of the body in charge of public procurement system and the State Commission for Supervision of Public Procurement Procedure and legal protection related to public procurement procedures.

1. SYSTEM SPIN@ – procurement planning and execution system
 
SPIN@ is a system that enables digitalized application and implementation of the Public Procurement Act and related provisions, as well as the Law on National Budget and related provisions.
 
It is designed for state and other bodies funded by the budget: bodies of the administration authorities of BiH, units of local and regional authorities, legal entities that are subject to the Public Procurement Act, and all organizations willing to manage procurement processes efficiently.
 
System SPIN@, for example, has already been in use in state administration of the Republic of Croatia. This system was presented to the State Audit Office, Public Procurement Office of the Government of the Republic of Croatia and State Commission for public procurement procedures control and was appraised by these institutions as being completely compliant with the Public Procurement Act.
 
By implementing system SPIN@ users can in a simple, efficient and transparent manner manage the structure of programs, projects and activities, public procurement procedures and bidding documentation. They can also  much easier and faster make procurement plans for every subsequent period. In detail implemented supervising system functions assist persons in charge to effortlessly track the course of a procurement plan and every individual procurement realization.
