Procurement planning and execution system (hereinafter SPIN@) is a web system, which enables users to create requirement plans for goods and services, that is to demand funds from the national budget. After adoption of the national budget for its users, that is after a business plan for others obliged to apply the Public Procurement Act (Official gazette No. 11, dated 25th October 2007) is made, SPIN@ enables creation of procurement plans and in compliance with the procurement plan, registration of all types of procurement, bids and contracts, order forms, as well as monitoring procurement plan realization.
